This is the MSP Bopae Stats, which means the best stats that a certain piece of SS can give you.
Top is base stat
Bottom is random but the one you want
So for example MSP Piece 1, it will always be ACC, you will want to find one with ACC and CRIT.

Where to get MSP soul shield?
Killing Longgui will drop you MSP soul shield when you unlock the chest.
The higher the stage, the higher the piece number will be.
There are 6 Stage in Longgui
MSP soul shield can also be found inside MSP itself with the traders, exchanging the flower for each piece, after you have complete the achievement, killing Stage 6 Longgui
It is not recommended to use your hard earn peaches but however, Celestial Basin also sells MSP SS for peaches and flowers
Flowers can be obtain from killing Longgui, doing the MSP quest or by salvaging MSP soul shield.
